About the Workplace

The National Operational Department (NOA) is responsible for leading and coordinating national and international police operations as well as driving police development work. Through national and international monitoring and analysis, as well as specialist capabilities, the department supports operations across the country with knowledge and resources.

The National Border Police Unit currently consists of 185 employees and is responsible, together with the regions, for national border police operations. The unit consists of a unit office and four sections: the section for border coordination, the section for strategic management and development, the section for passenger analysis, and the section for enforcement coordination. The unit's operations are an important part of the Swedish border police and, together with the regions, make Sweden safer through border controls and crime prevention work.

We are looking for a group manager for the section for border coordination, located in Stockholm/Kungsholmen. The section consists of about 30 employees and is responsible for the National Coordination Center (NCC), which is a joint coordination center with representatives from the Coast Guard, Customs, and the Police Authority. The section will also establish the national unit for the upcoming EU joint system for travel information and travel authorizations (Etias).

The Assignment as Group Manager for NCC Situational Picture

You will work closely with the group managers of the other two groups within NCC to drive and develop the work. As a group manager, you will lead a team whose main tasks are to monitor cases and events at the Swedish and European external borders. This is done by monitoring several different systems, assessing incoming information from various sources, conducting environmental monitoring, compiling and maintaining a national situational picture for borders, handling inquiries from both national and international actors, and participating in international and national cooperation. The group compiles local and national information about events occurring at the Swedish border and shares this information with Frontex and other member states, contributing to the European situational picture. The information is also shared nationally with the regional coordination centers (RCC) and other relevant authorities. The team consists of duty officers, international case handlers, an administrator, and liaison officers from Customs and the Coast Guard.

As the manager of the NCC situational picture, you have particular responsibility for the daily operational work of the NCC and the handling of cases that come into the section. You have both administrative and operational responsibilities to manage and distribute incoming questions and cases, including time-critical operational issues. Additionally, you are responsible for coordination with both Customs and the Coast Guard regarding their liaison officers who are part of the group.

Travel, both domestic and international, will occur in this position.

As a group manager within border coordination, you report to the section manager and are part of their management team, where you collectively are responsible for ensuring that assignments are carried out and for driving the agency's change and development work. You have particular responsibility for your group's operations within the border coordination area and its results. As a group manager, you represent the entire Police Authority both internally and externally and work to strengthen trust in police operations.

Qualifications

This is an opportunity for you who have:

  • Relevant academic education/degree for the function
  • At least 1 year of continuous experience working as a supervisor, project manager, or similar in the last three years
  • Professional experience from relevant tasks/areas of operation, preferably from relevant authorities, such as the Police Authority, Customs, Coast Guard, Migration Agency, Armed Forces, or similar
  • Experience participating in relevant change and development work
  • Very good knowledge of Swedish and English, both spoken and written

The position requires Swedish citizenship.

We consider it an advantage if you also have:

  • Participated in management forums or equivalent management forums
  • Experience leading others towards set goals and results
  • Good experience in participating in/driving cooperation with community actors outside your own organization
  • Professional experience in external operations within the Police Authority, Customs, or Coast Guard
  • Management and/or leadership training for direct, indirect, and/or strategic levels
  • Additional language skills that may be deemed relevant for the position
